Problem/Motivation¶
drupal_cms_installer_apply_recipes() drops every operation that is already in the batch ("Only do each recipe's batch operations once"). The comparison is made against all operations, including those of earlier recipes. Anyone adding operations (e.g. a localisation step after each recipe) must make them unique, otherwise they are silently skipped.

Compare per recipe, or document the behaviour.
